Mount Kisco has a homeless problem. ACE has been asked to look for a solution to this problem. We propose building a partnership to address the issues, not only of homelessness by those in the work force who need affordable housing either for rent or for homeownership. We believe that these populations can live side by side, enhancing the lifestyle for all. We propose a resource center for the homeless population or those with job insecurity. Above the resources center would be housing for both homeless individuals and families. The site, if large enough, could accommodate town homes with rental apartments, so there would be a blend of populations living side by side. No population would be stigmatized. We are forming a partnership to work on the framework of the proposal. Currently it includes, The Emergency Shelter Partnership, The Interfaith Council, Neighbors Link and ACE.
On the parcel is adequate space for another house which we would build. The feasibility of the plan for the property depends on whether the property can be subdivided with adequate septic for the two properties. We anticipate two two-family homes, with 4 apartments. One of those apartments could be a “landing pad” apartment used by refugee families when they first come to the country. We believe that this apartment‘s rent would be paid by the sponsoring charity.

Vernon sought out ACE as a CHDO developer and is contracting with ACE, as a CHDO, to develop several two family affordable housing properties under its CDBG and HOME programs. The properties that will be developed are either city-owned or in foreclosure. Smaller one-two family homes and larger homes will be converted as well as vacant lots.
The properties selected will comply with local zoning. ACE hopes to purchase a small two family house that had been in foreclosure, and covert is to a safe and affordable place to live with two one bedroom apartments.

Since that time, we have been working with the elderly owner to determine how the property can be used for affordable senior housing. 116 Hawkes Ave or the Lamont property is a 20-acre site on the border of Ossining and New Castle, with an Ossining mailing address within the Town of New Castle. It is surrounded by estates and condo developments. From Hawkes Road, there is a driveway/ easement going up to the property owned by Lamont. The property has a main house and several outbuildings. On the easterly side of the property, there is a sizeable piece of flat land that currently has a tennis court and five cottages. ACE has undertaken considerable analysis of the property with the assistance of volunteers. The following is a programmatic overview of the project.
Create a senior community within the 20 acres site, utilizing the portion of land around the manor house and the house itself as affordable housing for seniors. We estimate 16 units of housing that would be in several houses/cottages on the site. The 17 acres “across” the stream would be for passive recreation and hopefully owned by a land trust. That land would not be built upon. Trails could be marked, but the hope would be that this parcel could link with other open space/preserve parcels that are adjacent.
The housing site of Hawkes Haven would have several differentiating features: as a haven it would have a mediation/yoga center, an arts room, community gardens and a place for community kitchen. The concept includes separate efficiency/studio/one bedroom units for seniors with nearby common areas for socialization. The goal is to offer a range of activities and a mix of private and communal spaces that will create a beneficial environment for seniors.
